The Pinellas County Housing Authority is an independent agency governed
by a Board of Commissioners. Commissioners are appointed by the
Governor of Florida and serve four year terms. Regular Board meetings
are monthly January through November. There is no meeting in December
Meetings are held on the third Wednesday of the month at 10:00 A.M. at
the Pinellas County Housing Authority’s Central Office, located at 11479
Ulmerton Road in Largo, FL, unless otherwise indicated.
The Finance Committee
meetings are scheduled to be held on the same day as the Board Meetings
at 9:00 A.M.

Board of Commissioners
Angela Rouson - Chair
Ms. Rouson joined the Board as Commissioner in January 2004. In January 2005, she was named Board Vice Chair. In July 2006, she was named Board Chair, and she continues to serve in this capacity. Ms. Rouson also serves as Chair of the Finance Committee of the Board. She was reappointed by Governor Charlie Crist for a term beginning in March 2008 and ending in November 2011. With a Masters in Business Administration, Ms. Rouson formerly served as a market coordinator at Bayfront Medical Center in St. Petersburg, Florida.
Deveron Gibbons - Vice Chair
Mr. Gibbons joined the Board as Commissioner in May 2005. He
was named Board Vice Chair in July 2006. He serves
on the Finance Committee of the Board. His current term expires in
December 2008. Mr. Gibbons is Vice President of Public Affairs for Amscot Corporation.
Thomas Minkoff - Commissioner
Mr. Minkoff joined the Board as Commissioner in July 2007. His current term expires in
January 2011. Mr. Minkoff is General Counsel for Complex
Properties Corporation.
Jay "J.J." Beyrouti - Commissioner
Mr. Beyrouti was appointed to the Board by Governor Charlie Crist, replacing former Commissioner Eduardo Vargas for a term beginning in March 2008 and ending in January 2010. Commissioner Beyrouti is the president and owner of Monicarla Limited in Redington Shores, Florida.
Executive Director
Darrell J. Irions
In 1995, Mr. Irions joined the St. Petersburg Housing Authority, relocating to Pinellas County from the Chicago Housing Authority where he worked as Chief Administrator for Operations and as the Chief Administrative Officer. A seasoned housing administrator, he also held senior management positions in housing authorities in Denver, Colorado and Lincoln Nebraska. Prior to his tenure at the Chicago Housing Authority, he worked as the Deputy Executive Director with the Denver Housing Authority and the Director of Programs for the Lincoln, Nebraska Housing Authority.
He was named Executive Director of the Pinellas County Housing Authority in 2004, in addition to his responsibilities at the St. Petersburg Housing Authority.
Mr. Irions is a graduate of the University of Nebraska, where he completed his undergraduate and graduate studies in Psychology. He served thirteen years in active and reserve duty capacities as an Officer in the United States Marine Corps. His current and former affiliations include: Pinellas Marine Institute, Leadership Tampa Bay, St. Petersburg Community Police Council, Live Arts Peninsula Foundation and FANNIE MAE. He also was a Presidential appointee of the worldwide Board of Governors of the USO.
