Section 8 Units Listed

The Section 8 Housing Choice Voucher program was created by Congress in 1974.  The Housing Choice Voucher Program is the largest affordable housing programs in the United States and is funded by the Department of Housing and Urban Development  (www.HUD.gov)

The purpose of the Section 8 Housing Choice Voucher program is to provide rental assistance for a variety of decent, safe housing to eligible very low income families, the elderly and persons with special needs.  Section 8 Housing Choice Vouchers enable participants to receive a subsidy while leasing from their choice of landlords in the private market.

The rental assistance is designed so that families are not forced to spend an unreasonable portion of the monthly income on shelter.  The program also allows families the flexibility to select the community or neighborhood in which they live.

Public Housing



Public Housing was established to provide decent, safe, and sanitary rental housing for eligible low-income families, elderly, and persons with disabilities. Pinellas County Housing Authority is proud of the housing we provide to the community and the quality apartment complexes that are part of the program. We manage 595 units of low cost housing in four separate locations within Pinellas County. Rental rates are determined according to the tenant’s income. Applications are to be made directly to the housing complex.

French Villas

French Villas is a two-story family property built in 1973.  There are 185 units, consisting of one, two and three bedroom units. Rents are based on 30% of income. The St. Petersburg YMCA and Head Start are located on site.




Lakeside Terrace

Lakeside Terrace also was built in 1973. Lakeside Terrace consists of 110 apartments, the majority of which are one-bedroom units. They are garden style, one and two story apartments reserved for families, disabled, handicapped and elderly. Rent is based on 30% income. Pets are allowed less than 20 lbs. with signed pet policy.



Rainbow Village

The waiting list for 4 and 5 bedroom apartments is currently open.

Rainbow Village consists of 200 units. Duplexes and triplexes are available and two-story 3, 4 and 5 bedroom units. It is a family development and rents are based on 30% of income. Appliances provided are refrigerator and a gas range. Pets are permitted as per PCHA pet policy. The Suncoast YMCA, Pinellas County Urban League and Head Start are located on-site and offer year-round program activities.



Magnolia Gardens Assisted Living Facility

Magnolia Gardens is an Assisted Living Facility (ALF), consisting of 100 units designed for the elderly, 62 years of age or older. Magnolia Gardens was built in 2003. There are ninety, one bedroom units and ten, two bedroom units. Units come equipped with microwave and mini refrigerator. Magnolia Gardens has an activities room with kitchen, library, chapel and media center. Pets are allowed with pet authorization.

Affordable Housing

PCHA and SPHA’s Affordable Housing Programs offer market rate-comparable units to income eligible families at below market rents. Our affordable housing properties serve families from 0-150% of the Area Median Income. Section 8 Housing Choice Vouchers (HCV) are also accepted. Please click on the Section 8 icon to read more about the HCV program. PCHA is pleased to provide Affordable Housing at three developments located throughout Pinellas County. Two are age-restricted and one is a family development. Applicants may apply at the individual apartment complexes, or by calling the development for more information.

Crystal Lakes Manor

Crystal Lakes Manor consists of 236, one-story, one and two bedroom garden style apartments. Units are reserved for income-eligible residents 62 years of age and older. Section 8 vouchers are welcome. Rental rates are affordable at $410.00 for a one bedroom unit and $440.00 for a two-bedroom unit. Pets under 20 lbs are permitted. Crystal Lakes Manor also offers a Senior Housing Program to income eligible seniors who pay 30% of their adjusted income in rent. Please contact the development for eligibility requirements.



Palm Lake Village

Palm Lake Village* is a 55 and over community. There are 475 one-story, one and two bedroom garden-style apartments. Section 8 vouchers are accepted. Rents are $420.00 for a one bedroom and $475.00 for a two-bedroom apartment. Pets are permitted. Plans are underway for the construction of a new state-of-the-art community center with a grand opening planned for January 2009

*Palm Lake Village is owned and operated by the Palm Lake Village Corporation, a Florida corporation, and is managed by the Pinellas County Housing Authority.



East Lake Club Apartments

East Lake Club Apartments is a family rental community with 240 one, two and three bedroom apartments, built in 1998. Rents are below market rates for comparable units. Forty-eight (or 20%) of the apartments are available at a lower affordable rate for families earning 80% or less of the Area Median Income. Rents start from as low as $570 for a one bedroom apartment and at $875 for a three-bedroom, two-bath apartment. Section 8 Vouchers are accepted. Standard appliances are provided including dishwasher and garbage disposals. All apartments have washer/dryer hookups for tenant-owned washers and dryers. Property amenities include a pool, clubhouse, laundry room, playground, optional garage parking, lake view, fireplaces, and a convenient location close to shopping, movies and restaurants. Pets are permitted with a non-refundable pet deposit.
