PCHA's five-member Board of Commissioners is appointed by the Governor of the state of Florida. The Board is responsible for agency oversight and setting policy. Commissioners are volunteers who serve four-year terms.
Board of Commissioners meetings are open to the public and are held at PCHA's central office, located at 11479 Ulmerton Road in Largo, unless otherwise indicated. The public is invited to all meetings.

Joseph Triolo - Chair Mr. Triolo was appointed to PCHA’s Board of Commissioners in March 2009 and has served as Chairman of the Board since October 2009. Born and raised in St. Petersburg Florida, Mr. Triolo also serves on the Board of Directors of the Florida Green Building Coalition, the City of St. Petersburg Post Disaster Committee, the Judicial Nominating Commission Sixth Circuit, the Supervisory Committee for the Bay Pines Federal Union, and the Pinellas County Homeless Leadership Network. He is also a member of the International Code Council and American Legion Post 273. Currently employed by Progress Energy and with a background in housing and community development, Mr. Triolo brings expertise in green initiatives through housing construction and rehabilitation to PCHA’s Board. While currently working toward an MBA degree, he holds the following licenses: State of Florida Building Inspector, My Safe Florida Wind Mitigation Inspector and EPA Lead Inspector and Risk Assessor.

Angela Rouson - Vice Chair Ms. Rouson originally joined the PCHA Board of Commissioners in January 2004 and was reappointed to the Board for a term beginning in March 2008 and ending in November 2011. During her tenure with the Board, Ms. Rouson has held various offices including serving as Chairperson of the Board from July 2006 through April 2009. With a Masters degree in Business Administration and having formerly served as a marketing coordinator at Bayfront Medical Center, Ms. Rouson brings expertise to the PCHA board in the areas of business and business finance, human resource management, management, and marketing.

Charles Samaha - Commissioner (not pictured) Charles Samaha, Esq. was appointed in March 2009 to serve on the board for a term ending in December 2012. A graduate of Wake Forest University and the University of Miami Law School, Mr. Samaha brings legal expertise to the PCHA Board. In addition, he serves on the Sixth Judicial Circuit Grievance Committee, the Grievance Mediation and Fee Arbitration Committee of the Florida Bar, and the Paraclete editorial board of the St. Petersburg Bar Association. Mr. Samaha is an accomplished author having written and edited several books and numerous articles for the Bar Association and scholarly journals. He also has extensive quasi-judicial experience.

Alan Swartz - Commissioner Mr. Swartz was appointed to PCHA’s Board of Commissioners for a term beginning in March 2010 and ending in January 10, 2011. He received his Bachelor of Science degree in accounting from the University of Florida. As a Certified Public Accountant with Swartz & Company, P.A. in Pinellas Park, Mr. Swartz brings financial and accounting expertise to the PCHA Board. He also serves as Secretary/Treasurer of the Board of Directors of Contemporary Housing Alternatives of Florida, Inc., a not-for-profit developer and manager of affordable housing in Pinellas County, and previously served as the President of the organization. Mr. Swartz is also a member of the Board of Trustees of the City of Pinellas Park General Employees Pension Fund, serving as the Chairman of the Board since December 1995. |

Cynthia Wilson - Commissioner Ms. Wilson was appointed in March 2009 to serve on the board as the resident commissioner for a term ending December 2013. She has lived in Pinellas County for over 50 years and is a retired business owner/manager. Ms. Wilson brings years of hands-on experience in business operations and management to PCHA’s board.
